Location	Found in the Archery Store in Catherby, just east of the bank.
Correction:

Hickton is the Master of the Fletching Skill in Runescape, and as such will sell the fletching cape to players with 99 Fletching for 99,000 coins.

As well as this, Hickton runs Hickton's Archery Emporium, which sells a variety of useful bows and armour for lower level archers.

Members with over 104,273,167 experience in fletching can purchase the fletching master cape from him for 120,000 coins.
