The Bagged Plant 1 (a secondary ingredient for Summing) can still be traded on the GE. All other gardening centre items can no longer be traded on the Grand Exchange, but can still be traded between players. The non-GE trade price is the same as the shop price. (as of 26 Oct 2009).
