Location: Found among some scrolls on the floor of the Varrock Palace library.
Uses: Read it and compare the scrambled names on it to the names on the Varrock Census in the Palace Library.
Notes: If you Read it, it says:

If you lose or destroy this, it can be replaced by searching the scrolls in the Varrock Palace Library again.
