Uses:	When equipped, you will receive 1 extra attack point to your skills temporarily. You will also be able to use the skill cape emote that is attack specific. In addition, it offers the perk to reduce the degradation chance of many degradable items. In the long run this yields a 2% decrease in degradation rates.
Notes:	You must have 99 attack to buy/wear this item, and it costs 99k to buy. Can be stored on a Cape Rack in the Costume Room of a member's Player-Owned House.
