Location: Obtain by asking Customs officer (guard) while imprisoned on The Rock during quest.
Uses: Pour the ink on the paper to make inky paper.
Notes: The empty bottle also has a use so hang onto it. Cannot be removed from The Rock - items disappear when you leave.
