Location: While imprisoned on The Rock during the Rocking Out quest, you will find yourself wearing this after goading the Customs Officers (guards) into throwing stew on you three times by using a tin cup on your cell door.
Uses: Put it on the bait rock outside your cell in order to lure a seagull.
Notes: Cannot be removed from The Rock - items disappear when you leave.
