Location: Between the 10th and 28th of September 2015 this can be made by using a Starborn diamond on a starfire bow.
Between the 26 April until the 6 May 2013 you could have made this item by bringing a starfire bow and a starborn diamond to Ivar at the Artisans Workshop.
